Qu&rsquo;en est-il de cet espace retir\u00e9 de la parcelle BH0141 ?<\/p><p>En commission, une pr\u00e9sentation plus globale du projet nous a \u00e9t\u00e9 propos\u00e9, et nous vous en remercions. Ceci pose n\u00e9anmoins quelques questions.<\/p><p>De ce que nous comprenons, la collectivit\u00e9 ach\u00e8te des terrains (117 000 \u20ac), et les met \u00e0 disposition d&rsquo;un entrepreneur priv\u00e9 pour un loyer de 300 \u20ac par an et par hectare. La collectivit\u00e9 prend ensuite en charge la moiti\u00e9 des travaux d&rsquo;am\u00e9nagement (80 000 \u20ac). C&rsquo;est un beau pied \u00e0 l&rsquo;\u00e9trier.<\/p><p>C&rsquo;est beaucoup d&rsquo;argent public pour un acteur priv\u00e9. Or lorsqu&rsquo;on demande quels sont les pr\u00e9visions de chiffre d&rsquo;affaires ou les business plans, il n&rsquo;y a rien. A croire qu&rsquo;on subventionne \u00e0 coup d&rsquo;argent public une activit\u00e9 dont sait qu&rsquo;elle ne sera pas rentable.<\/p><p>On comprend l&rsquo;objectif politique que vous soutenez : implanter l&rsquo;agriculture en milieu urbain. C&rsquo;est un projet louable. On y souscrit m\u00eame. Mais pas de cette fa\u00e7on. Un projet quel qu&rsquo;il soit ne fonctionne que s&rsquo;il est pens\u00e9, r\u00e9fl\u00e9chi, chiffr\u00e9. Y croire, m\u00eame avec force et conviction ne suffit pas. Surtout avec de l&rsquo;argent public. Alors, avant de vous autoriser \u00e0 d\u00e9penser de telles sommes, nous vous demandons une analyse s\u00e9rieuse du projet.<\/p><p>Vous nous aviez \u00e9galement assur\u00e9 que le c\u00f4t\u00e9 social du projet serait important. Imaginez, cette ferme pourrait m\u00eame fournir les cantines de la Ville. Un v\u00e9ritable circuit court. Encore une fois : on souscrit.<\/p><p>De ces demandes de contrepartie, ne reste que la portion congrue. Une demi-journ\u00e9e par mois. C&rsquo;est bien maigre !<\/p><p>\u00a0<span style=\"font-size: 14px;\">Et puis, il reste le sujet principal. Celui pour lequel vous nous avez toujours r\u00e9pondu : \u00ab\u00a0bien s\u00fbr qu&rsquo;on y travaille, pensez-vous !\u00a0\u00bb Le cheminement. Puisqu&rsquo;il faut vous le rappeler, cette zone est dangereuse pour les d\u00e9placements doux. Or lors de cette pr\u00e9sentation en commission, un plan du site nous a \u00e9t\u00e9 projet\u00e9. A la place du chemin : des serres. Pas terrible pour att\u00e9nuer l&rsquo;effet couloir. Vous n&rsquo;avez donc absolument pas pris en compte cette dimension.
