CONTEXTE<\/strong><\/h6>

Certains grands projets sont pr\u00e9sent\u00e9s en Conseil Municipal petit bout par petit bout, sans vision globale.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Cette m\u00e9thode de morcellement des projets devient r\u00e9currente et emp\u00eache toute vision globale.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

Premier exemple : la biblioth\u00e8que. Nous avons eu pendant la campagne 2 projets diff\u00e9rents. Le n\u00f4tre \u00e9tait clair et d\u00e9fini l\u00e0 o\u00f9 celui de l’\u00e9quipe de Laurent Amadieu restait flou. 2 ans plus tard, il le reste tout autant.<\/p>

Il y a bien eu une d\u00e9lib\u00e9ration \u00ab\u00a0Lecture publique\u00a0\u00bb il y a quelques mois, qui s’apparentait plus \u00e0 une d\u00e9claration d’intention qu’\u00e0 un v\u00e9ritable projet.<\/p>

Quel fonctionnement entre les sites ? Quels investissements dans chacun ? Quels moyens humains ? Donner vie \u00e0 un projet, c’est autre chose qu’\u00e9crire un tract !<\/p>

Pour le Conseil du 6 avril 2022, on a eu le droit \u00e0 l’acquisition de 2 sondes. Elles sont certainement d’une importance capitale, mais c’est loin d’\u00eatre du niveau d’un d\u00e9bat en Conseil Municipal.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Second exemple : Champaviotte.<\/p>

Gr\u00e2ce \u00e0 la pr\u00e9emption lanc\u00e9e en 2018 par notre \u00e9quipe, le terrain est aujourd’hui propri\u00e9t\u00e9 publique. Aucune urgence ne n\u00e9cessite donc de mener ce projet n’importe comment et de s’affranchir d’un peu de transparence.<\/p>

En effet, le Maire nous demande de racheter le terrain * pour 2,2 millions d’euros. Lorsqu’on lui demande ce qu’il veut en faire … il ne sait pas encore. Des ateliers sont en cours … des r\u00e9flexions internes \u00e9galement …<\/p>

Le projet n’est donc pas encore abouti. Dont acte (le temps long semble \u00eatre leur marque de fabrique). Mais alors pourquoi se pr\u00e9cipiter \u00e0 acheter le terrain.<\/p>

Encore une fois, pourquoi ne pas pr\u00e9senter le projet dans son ensemble, une fois qu’il sera pr\u00eat ?<\/p>

Ceci dit, le Maire nous l’a bien dit : 2,2 millions d’euros ce n’est pas si cher, puisqu’on peut les payer \u00e0 cr\u00e9dit<\/a> !<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

C'est une question de d\u00e9mocratie et de transparence<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Par ce fonctionnement, la majorit\u00e9 \u00e9vite la pr\u00e9sentation de ses projets en Conseil Municipal. Ce manque de transparence cr\u00e9e un s\u00e9rieux probl\u00e8me de d\u00e9mocratie. Pour Champaviotte par exemple, lorsque l’am\u00e9nagement final sera pr\u00e9sent\u00e9, il ne sera plus question du co\u00fbt d’achat du terrain, survenu plusieurs mois auparavant.<\/p>

Ce manque de transparence servirait-il \u00e0 masquer les faiblesses de ces projets ?<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t
