CONTEXTE<\/strong><\/h6>

L’\u00e9quipe de la majorit\u00e9 a pr\u00e9empt\u00e9 la vente d’un terrain fin 2020 au motif que l’op\u00e9ration propos\u00e9e par le promoteur ne pr\u00e9voyait pas assez de logements sociaux.<\/span><\/p>

Le projet modifi\u00e9 sur commande de la Ville propose maintenant 100% de logements sociaux et se construit rue de Saint-Robert.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Ne nous trompons pas de combat, le logement social est une n\u00e9cessit\u00e9. A un moment o\u00f9 l’autre de nos parcours de vie,\u00a0nous sommes tous susceptibles d\u2019y avoir besoin, pour une dur\u00e9e plus ou moins longue. C’est un besoin dans la soci\u00e9t\u00e9 que nous construisons. En t\u00e9moignent les chiffres d\u2019\u00e9ligibilit\u00e9 : entre 60% et 70% de la population satisfait aux crit\u00e8res d\u2019\u00e9ligibilit\u00e9 \u00e0 un logement social.<\/p>

Les lois SRU (Solidarit\u00e9 et Renouvellement Urbain) encadrent le dispositif, obligeant les communes \u00e0 proposer au moins 25% de logement sociaux sur leur territoire.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

La question n\u2019est donc pas d\u2019\u00eatre pour ou contre le logement social. Mais : comment l\u2019organiser ?<\/p>

C’est l\u00e0 que nos solutions diff\u00e8rent. Le projet propos\u00e9 par la majorit\u00e9 est de concentrer ces logements, l\u00e0 o\u00f9 nous consid\u00e9rons qu\u2019il est pr\u00e9f\u00e9rable de les diffuser. En effet, tout comme il est bien souvent impossible de distinguer les logements sociaux de ceux en accession libre, la mixit\u00e9 permet de gommer l\u2019impression de vivre \u00ab en tour HLM \u00bb. A la mani\u00e8re de l\u2019\u00e9cole qui permet de r\u00e9unir toutes les cat\u00e9gories sociaux-professionnelles sur les m\u00eames bancs, les op\u00e9rations en mixit\u00e9 permettent des rencontres difficiles autrement.<\/p>

A l\u2019heure o\u00f9 l\u2019on pl\u00e9biscite les \u00e9changes entre voisins, le vivre-ensemble ou les fameux \u00ab ateliers en co-construction \u00bb, il nous semble \u00e9trange de favoriser cette non-ouverture.<\/p>

Interrog\u00e9e en Conseil Municipal, l\u2019\u00e9quipe de majorit\u00e9 r\u00e9torque des arguments techniques :<\/p>

  1. D’une part, les bailleurs pr\u00e9f\u00e8rent g\u00e9rer des immeubles entiers. On imagine ais\u00e9ment les \u00e9conomies et synergies \u00e0 concentrer leurs logements au m\u00eame endroit. Une question alors : la collectivit\u00e9 doit-elle se concentrer sur les synergies des bailleurs ou doit-elle privil\u00e9gier l\u2019organisation de son territoire ?<\/li>
  2. D’autre part, en faisant des op\u00e9rations 100% logements sociaux, on arrive plus vite au taux fix\u00e9 par la loi. Pourquoi ne pas aller plus vite alors. Avec une grande barre type ann\u00e9e 1970, on y arrive encore plus vite !<\/li><\/ol>

    Au dessus de ces arguments technocratiques, le mandat d\u00e9livr\u00e9 aux \u00e9lus est de construire une vision politique. En for\u00e7ant la construction d’un immeuble 100% logements sociaux, la majorit\u00e9 d\u00e9fini sa politique d’urbanisme.<\/p>

    C’est pour nous une vision d’un autre temps.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t
