Lors de pr\u00e9c\u00e9dentes tribunes, nous vous pr\u00e9sentions les grands plans de la majorit\u00e9. Autant de coquilles vides exposant les grandes id\u00e9es mais sans aucune application concr\u00e8te.<\/p>

Lors du dernier Conseil Municipal, cette majorit\u00e9 nous a une nouvelle fois montr\u00e9 que la pratique ne touchait pas seulement les grands projets, mais s\u2019appliquait \u00e9galement aux actions plus modestes.<\/p>

Ce 24 novembre, la majorit\u00e9 nous a pr\u00e9sent\u00e9 une d\u00e9lib\u00e9ration concernant la mise \u00e0 disposition de broyeurs pour les particuliers.<\/p>

S\u2019agissant d\u2019un dispositif m\u00e9tropolitain, la Ville doit essentiellement s\u2019interroger sur la pertinence du relai de ce projet sur son territoire et mettre en place l\u2019organisation pratique de son d\u00e9ploiement. Nous avons donc interrog\u00e9 la majorit\u00e9 sur ces 2 volets.<\/p>

La pertinence du projet doit s\u2019analyser au regard du contexte local. A Saint-Egr\u00e8ve, plusieurs loueurs de mat\u00e9riel sont implant\u00e9s, ainsi que quelques paysagistes qui proposent un service similaire. A ce titre, la question de la concurrence d\u00e9loyale se pose. Visiblement pas pour la majorit\u00e9 qui n\u2019y avait m\u00eame pas song\u00e9.<\/p>

Ensuite, vient normalement la question de l\u2019organisation. \u00ab\u00a0C\u2019est pas clair parce que c\u2019est pas encore d\u00e9termin\u00e9\u00a0\u00bb a-t-il \u00e9t\u00e9 r\u00e9pondu en Conseil Municipal. La journ\u00e9e du samedi a \u00e9t\u00e9 \u00e9voqu\u00e9e \u2026 puis retir\u00e9e. En effet, pour ceux qui connaissent le fonctionnement du Centre Technique, il est ferm\u00e9 le samedi.<\/p>

Cette gestion des projets est inqui\u00e9tante.<\/p>

Les Villes sont les collectivit\u00e9s les plus proches de la r\u00e9alit\u00e9 concr\u00e8te. Lorsqu\u2019une d\u00e9cision est prise, surtout sur un sujet aussi pragmatique que la mise \u00e0 disposition de mat\u00e9riel, tout le projet doit \u00eatre ficel\u00e9. De l\u2019intention \u00e0 l\u2019ex\u00e9cution. La Ville de Saint-Egr\u00e8ve n\u2019a pas besoin de 15 comit\u00e9s Th\u00e9odule pour savoir quand et comment permettre aux Saint-Egr\u00e9vois de venir r\u00e9cup\u00e9rer un broyeur.<\/p>

On imagine alors pourquoi les projets de plus grande ampleur sont aussi longs \u00e0 venir.<\/p>

La gestion d\u2019une ville n\u2019est pas l\u2019animation d\u2019un think-tank politique. S\u2019il est bien \u00e9videmment n\u00e9cessaire de poser ses orientations et d\u2019avoir une vision politique, la r\u00e9alisation concr\u00e8te et mat\u00e9rielle est la priorit\u00e9.<\/p>
